The Swedish Consumer Agency (Konsumentverket) conducted inspections of four indoor playgrounds in the past year, two located in Malmö, one in Stockholm, and one in Gothenburg. These inspections were prompted by previous market surveillance that revealed widespread safety concerns in these play areas, and aimed to evaluate whether improvements had been made. The selected playgrounds weren’t necessarily previous offenders but represented a cross-section of the industry to gauge the overall state of safety.

Disappointingly, the inspections uncovered persistent shortcomings. A recurring issue was inadequate staffing levels, hindering proper supervision of children at play. Furthermore, maintenance of equipment was found lacking, with instances of damaged safety nets and other structural deficiencies posing significant risks. Anna Strandberg from the Consumer Agency highlighted the potential dangers of these inadequacies, explaining that children could fall from elevated climbing structures or become entangled in damaged netting, leading to potentially serious injuries.

Beyond the general maintenance issues, the inspections also identified design flaws in a particular type of playground equipment. The Consumer Agency has formally notified the manufacturer, requesting an explanation of the issues, proposed corrective actions, and information regarding the prevalence of these flaws in other playgrounds. The manufacturer is expected to provide a response by January detailing their assessment and planned measures.

One of the inspected playgrounds faced significant consequences for flouting safety regulations. The establishment received a fine of 150,000 kronor (approximately $14,500 USD) for operating inflatable bouncy castles that had previously been banned due to safety concerns. The playground was also forced to temporarily cease operations to address the identified hazards. This incident underscores the seriousness with which the Consumer Agency views safety violations and its commitment to enforcing regulations.

The Consumer Agency has strongly recommended the formation of a dedicated industry association for indoor playgrounds. Such an organization could facilitate the sharing of best practices, promote standardized safety protocols, and provide resources to enhance overall safety standards. This collaborative approach, the agency believes, is crucial to addressing the systemic safety issues identified across the industry.

Following the inspections, the Consumer Agency disseminated the findings to all indoor playground operators, urging compliance with safety regulations. The persistence of safety issues underscores the need for ongoing vigilance and proactive measures. The agency’s continued monitoring, coupled with industry collaboration and individual operator responsibility, will be essential to ensuring a safe and enjoyable play environment for children. The Consumer Agency emphasizes the importance of operators taking ownership of safety, implementing regular checks, and adhering to regulations to mitigate risks and prevent accidents.
