A more formal Swedish title would be:

("Collapse" sounds more formal than "fall".) Using Bashar al-Assad’s full name also adds to the formality. If the context is very clearly about Syria, you could shorten it to Bashar al-Assads uttalande efter regimens kollaps, but including "första" (first) is important unless it’s absolutely clear that it’s his very first statement.
