Civil Minister Erik Slottner later insisted the changes were not targeted at the Social Democrats and their lottery operations. However, this narrative is demonstrably false and represents a blatant attempt to disguise the true motivations behind the regulatory shift.
The initiative to revise lottery laws did not arise from investigative journalism exposing the Social Democrats’ questionable sales tactics, as the government claimed. In fact, the coalition’s own investigator dismissed the notion that party lotteries undermine democratic trust. From the outset, it has been evident that the proposed changes were aimed squarely at the Social Democrats, the only party for whom lotteries constitute a significant income source. The Sweden Democrats’ Tobias Andersson foreshadowed this intent a year and a half prior, stating the goal was to ”tighten the tap” on Social Democrat funding and make their traditional May Day celebrations ”poorer.” This reveals the underlying political agenda behind the seemingly principled stance on protecting democracy.
During the press conference announcing the new regulations, Robert Hannah of the Liberal Party, a supporting party in the governing coalition, conspicuously avoided mentioning the Social Democrats by name while quoting former Social Democratic leader Mona Sahlin’s famous phrase about the virtue of paying taxes. This thinly veiled jab underscores the targeted nature of the proposed changes. Similarly, Alexander Christiansson of the Sweden Democrats reiterated the ”tighten the tap” rhetoric, also without naming the Social Democrats, while explaining his party’s acceptance of stricter regulations instead of their preferred outright ban. While the governing parties clearly relish the opportunity to weaken their political opposition, their actions undermine their professed commitment to safeguarding democracy.
While stricter regulations on party lotteries may have merit in principle, such as ensuring transparency about the party behind a lottery, the timing and context of these changes reveal a cynical political maneuver. The government’s justification for the changes is a series of contrived and disingenuous arguments presented as after-the-fact rationalizations. This blatant manipulation of the rules to disadvantage a political opponent erodes the very norms that underpin a healthy democracy.
