För Malmö stadion har den senaste tiden handlat mycket om en sak: biljettkaoset när supportrar med årskort inte kom in och på grund av det forcerade staketet och tog sig in på området. Efter det har klubben infört nya regler och bytt vakter.

En ny vändning kom i somras: Polisen sa nej till match mot serieledaren – med hänvisning till att den så kallade Sofialäktaren var för riskfylld att bevaka. Detta efter att polisen i en trygghets- och säkerhetsåtgärd under våren börjat gå in på ståplatsen. Då flyttade delar av hejaklacken.

Men till hösten kunde matchen spelas på Gamla Ullevi sedan arrangören tagit in ordningsvakter på läktaren, berättar Fredrik Ohlquist.

– Klubben fick ta in väktare som i princip fick stå på läktaren, berättar han.

En vanlig förklaring från klubbarna är att det råder ett ”undantagstillstånd” just den aktuella matchen. Något har hänt – en hatattack eller en incident – som har gjort att stämningen är extra laddad. Då väljer polisen att avvakta.

Den norra ståplatsläktaren på Gamla Ullevi är sedan länge ett hem för IFK Göteborgs mest hängivna supportrar. Enligt polisen är den också en bas för allvarlig kriminalitet. Under matchen mot Elfsborg valde insatsstyrkan att inte gå in på läktaren.

– Det blir för riskfyllt att gå ut på den läktaren. Det handlar både om polisens arbetsmiljö och att ett ingripande inte får skapa större risker än de problem det är tänkt att lösa, säger Fredrik Ohlquist, insatschef under matchen och till vardags idrottssamordnare vid polisen i region Väst.

Enligt uppgifter från polisen var det inte en isolerad händelse. Av 25 allsvenska matcher i storstäderna och på en mindre ort under förra året svarade polisen nej på frågan om man kunde arbeta på alla platser på eller i anslutning till idrottsanläggningen i 18 fall. Det visar en enkät som DN har tagit del av.

– Vår bild är att det närmast är ett normalt läge i storstäderna och i varierande grad också på samtliga arenor där elitfotboll bedrivs, i vilket fall på vissa läktarsektioner, säger Emanuel Alvarez vid polisens nationella mediecenter.

Bakgrunden är den sedan länge infekterade relationen mellan vissa supportergrupper och polisen. På den så kallade Kommandobryggan på Gamla Ullevi, där IFK Göteborgs mest hängivna supportrar står, har polisen valt att inte gå in på läktaren. Insatschefen Fredrik Ohlquist förklarar att ett ingripande skulle kunna skapa större risker än de problem det är tänkt att lösa. En flagga med ett överstruket polisemblem ovanför ingången till just den sektionen visar tydligt vad som gäller – dit är polisen inte välkommen.

Polisens egna matchrapporter visar att man under 25 allsvenska matcher i storstäderna och på en mindre ort under förra året i 18 fall inte kunde arbeta på alla platser på eller i anslutning till arenorna. Bakgrunden är en långvarig konflikt mellan vissa supportrar och polisen. För många fans är det känsligt att polisen rör sig på ”deras” läktare, och mycket handlar om prestige och rädsla för att förlora ansiktet inför motståndarklackar, förklarar Martin Arkdal, biträdande insatschef i Göteborg.

Experter och idrottsforskare har under flera år varnat för att den organiserade supporterkulturen i Sverige alltmer kommit att fungera som en frizon för kriminella. Det handlar om allt från narkotikaförsäljning till våldsbrott, men också om en tillåtande attityd där polisens närvaro uppfattas som en provokation. Klubbar, supportrar och myndigheter försöker hitta sätt att bryta utvecklingen, men hittills har problemen varit svårlösta.

Polisens nej-svar i matchrapporterna är ett kvitto på att läktarna i praktiken kan vara otillgängliga för polisen, uppger polisen. Det väcker frågor om rättssäkerhet, arbetsmiljö och evenemangens långsiktiga hållbarhet. Samtidigt påverkas supporterkulturen, där en liten grupp med våldsbejakande attityd tillåts dominera stämningen på läktarna. Flera klubbar har under året jobbat med dialog och andra åtgärder för att förbättra situationen.

På Kommandobryggan i Göteborg är stämningen hotfull redan före avspark. Ett fåtal personer i grupperingen bär halsdukar och kläder som tydligt tar avstånd från polisen. En av dem som rör sig i området säger att polisen ”inte är välkommen” på just den här läktaren.

Polisen väljer att inte gå in på läktaren. Insatschefen förklarar att ett ingripande skulle kunna skapa mer problem än det löser. Det handlar om arbetsmiljön för poliserna och om risken att en situation ska eskalera på en trång läktare med många människor i rörelse.

– Vi har respekt för att människor vill kunna uttrycka sig, men vi har också ett jobb att göra. Vi ska kunna verka på allmän plats, säger Fredrik Ohlquist.

Polisen har valt att inte gå in på Kommandobryggan. SVT har varit i kontakt med polisen som bekräftar att man avstår från att gå in på den läktaren. Detta är ett återkommande mönster.

En kartläggning som Dagens Nyheter har gjort visar att polisen i 18 av 25 allsvenska matcher i storstäderna och på en mindre ort förra året inte kunde arbeta på alla platser på och i anslutning till idrottsanläggningen. Den frågan ingår i polisens matchrapporter. Att polisen inte kan gå in överallt har blivit ett normaltillstånd på svenska fotbollsarenor, enligt polisens nationella mediecenter.

Bakom siffrorna finns en utbredd obenägenhet att låta poliser vistas på vissa läktarsektioner. Fans upplever det som att polisen kliver in på ”deras” yta. Det handlar också om prestige: Ingen vill bli hånad av motståndarklackar för att polisen har synts på just deras ståplats. Det menar Martin Arkdal, biträdande insatschef under matchen.

Samtidigt betonar polisen att frågan är komplex. Ett ingripande på en känslig läktare kan i värsta fall utlösa bråk och skapa farligare situationer än vad polisen från början ville lösa. Det handlar om en avvägning mellan arbetsmiljö, juridik och den stora folksäkerheten, säger insatschefen Fredrik Ohlquist.

Den som rör sig i supporterkulturen vet att vissa läktarsektioner sedan länge betraktas som ”fansenas” revir. I miljön finns en utbredd misstro mot polisen. Budskap som 1312, en kod för ”All cops are bastards”, är vanliga, och provokationer sker öppet.

Enligt polisen handlar det inte om att fansen är kriminella, utan att vissa grupper på läktaren har byggt en struktur där polisens närvaro uppfattas som en provokation. Risken är att en polisinsats på en sådan läktare skapar mer våld än den förhindrar, säger insatschefen Fredrik Ohlquist.

Bakgrunden till polisens försiktighet är en rad händelser där supportrar har motsatt sig polisnärvaro, och där det finns en uttalad fientlighet mot polisen inom vissa grupper. Polisen har därför valt att i många fall avstå från att gå in på de mest extrema klackarna, trots att det formellt handlar om offentliga platser.

Experter på idrottsjuridik och supporterkultur pekar på att problemen fördjupats i takt med att klackarna professionaliserats och att det uppstått en vi-och-dem-kultur där polisen ses som en inkräktare snarare än en resurs. Samtidigt betonar polisen att frågan inte bara handlar om säkerhet på matchdagen. Hot, våld och otillåten påverkan kan följa med supportrarna utanför arenorna och in i andra sammanhang.

DN:s kartläggning av 25 allsvenska matcher från förra säsongen visar att polisen i 18 av dem inte kunde arbeta på alla platser på eller i anslutning till arenan. Siffrorna bekräftar den bild som både polis och klubbarna beskriver: att vissa läktarsektioner i praktiken är otillgängliga för polisen.
